Car A and car B both want to turn towards the left of the picture. The approach of car C dictates that only lane 2 is available. Car A has a stop sign, but car B does not. Car B pulled into the U-turn lane and came to a complete stop before car A arrived at the stop sign (the exit of a neighborhood, if it matters).
As car C approaches, both car A and car B attempt to pull out into lane 2. Car B justifies that since he arrived first and doesn’t have a stop sign, he should go first. Car A justifies that since she is turning right, she should go first (also she’s a crazy beotch who doesn’t know how to pay attention).
Car C is blissfully unaware of the impending car wreck.
Either car A or car B may proceed, but not both. So who has the right-of-way?

Are A and B mislabeled? I think the green one would have right away. or is one of them slightly more to the left? That might make a difference.

Don’t listen to Steve, he plays a druid for God’s sake.
Car B (the blue one) has the right of way. Car A has to stop at the stop sign until traffic is clear.
Besides it is illegal for Car 2 (the green one) to turn into lane 2. He has to turn into lane 1 and then shift into lane 2 once he is driving down that street.
